Unit of competency covered from the Public Sector Training Package PSPPCM003 – Procure goods and services
MTS is a Tier 1 supplier under the whole of government arrangement (QGCPO 878-13 for professional and training services) in areas of Procurement (including Contract and Category Management), Management, Finance and HR.
The unit of competency covered requires analysis and decision making in the procurement process, which would usually be performed under limited supervision.
This interactive and practical 2-day program introduces the concept of the strategic sourcing cycle. Procurement activities such as; planning and drafting a specification, determining and undertaking the procurement, receiving and evaluating offers, managing contractors and completing contractual arrangements. Concepts of risk assessment, probity and ethics, sustainable procurement practices and total-cost-of-ownership is also introduced.
Who should attend?
This course is particularly relevant to those who enter into contracts or go out to tender or manage the procurement but are not procurement professionals. Those undertaking this unit may be developing a request for tender but procurement is not a major part of their role.
An introduction to the strategic sourcing cycle
Intermediate Government Procurement introduces the concept of procurement as a strategic and cyclical process. Key tasks are introduced which will be familiar to procurement officials at this level including: drafting a specification, preparing an invitation to offer, receiving and evaluating offers and basic contract administration. Risk assessment, ethics and fair dealing, incorporating sustainability in procurement practice and the concept of total concept of ownership are examined to develop the skill set of the intermediate procurement officer in the Queensland Government or in a Queensland Owned Corporation.
Intermediate Government Procurement will serve as a robust introduction to the strategic sourcing process and prepare participants to assist teams to run effective procurement activities, and equip them with fundamental professional skills.
The Intermediate Government Procurement Program is aligned with the national unit of Competency from the Australian Qualifications Framework (AQF) PSPPCM003 Procure goods and services.
National competency unit: PSPPCM003 Procure goods and services
This unit covers the expenditure of public monies for simple procurement of low value/low risk goods and services using contractual arrangements that include simple tendering and requests for quotation. The unit requires analysis and decision making in the procurement process, which is undertaken under limited supervision. It includes planning and undertaking procurement, managing contractors and completing contractual arrangements.
On successful completion of the training and competency assessment, participants are issued with a nationally recognised Statement of Attainment for this unit of competency.
There will be no post course project work. All assessment will be completed over the course of the training.
